The European Commission is seeking to recruit a Policy Officer to work under the supervision of an Official or Temporary Agent to contribute to the definition and implementation of specific programmes of related policies at EU level (in the domain of QuantumTechnologies).   See full job description.

Functions and duties:
  • POLICY DEVELOPMENT
    • Provide input to the drafting of the Work Programme in the area of Quantum Technologies (assessment of research results, development of strategy documents, consultation meetings).
    • Contribute to strategy and policy development in the area of Quantum Technologies, including by maintaining and sharing knowledge of research areas and projects' outcome, taking into consideration the overall strategies of the Directorate-General.
    • Contribute to the definition of Commission priorities.
    • Ensure the coherence and compatibility of the priorities under the Directorate's remit with other policies of the Commission.
    • Contribute to new activities or extension of existing ones, new legislative proposals, policy guidelines.
    • Under the supervision of an Official or Temporary Agent maintain an up-to-date knowledge of developments in the area of Quantum Technologies, by contributing and participating in key conferences, seminars, networks,
  • GENERAL PROGRAM MANAGEMENT
    • Under the supervision of an Official or Temporary Agent launch, manage and monitor calls for proposals and actively inform the research constituency and other Programme stakeholders.
    • Under the supervision of an Official or Temporary Agent contribute to the management and monitoring of the submission and evaluation of proposals (selection of experts, reporting) and the grant preparation process with the assistance of internal financial and administrative staff.
    • Under the supervision of an Official or Temporary Agent contribute to the monitoring and assessment of the fulfilment of contractual obligations under the grant agreement as regards scientific aspects (including organising checks and reviews, initiating audits and corrective measures, reporting), with the assistance of external experts (if needed) and with the assistance of internal financial and administrative staff.
    • Under the supervision of an Official or Temporary Agent provide the necessary support to beneficiaries of EU grants as to maximise the likelihood of successful programme implementation (in terms of technical achievement, dissemination, exploitation).
    • Stimulate and implement best practices in Programme management across the DG.
  • BUDGET, FINANCE, CONTRACTS and ACCOUNTING
    • Monitor and follow-up the grant preparation files, commitments and grant agreements' signatures.
    • Under the supervision of an Official or Temporary Agent contribute to the monitoring and assessment of the fulfilment of the contractual obligations under the grant agreement as regards administrative and financial aspects, with the assistance of external experts (if needed) and with the assistance of internal financial and administrative staff. Assume the function of FIA (Financial Initiating Agent).
    • Under the supervision of an Official or Temporary Agent provide the necessary advice and support to beneficiaries of EU grants to ensure they correctly understand their financial and administrative obligations and required procedures for financial accounting and reporting.
  • INNOVATION and CREATIVITY
    • Identify innovation opportunities within projects that should be encouraged.
    • Under the supervision of an Official or Temporary Agent provide the necessary advice and support to beneficiaries of grants presenting innovation opportunities that can assist such innovators towards fulfilling their potential in the market place.
    • Maintain an up-to-date knowledge of the different instruments and initiatives relevant in support of innovation actions.
  • EXTERNAL COMMUNICATION (general)
    • Under the supervision of an Official or Temporary Agent support the initiatives on stakeholders' engagement in the area of Quantum Technologies, including by liaising with the main industrial and academic actors and/or contribute to the organisation of meetings, workshops and benchmarking activities.
    • Contribute to strategy and policy development in the area of Quantum Technologies by integrating the results of stakeholders' consultations and other engagement initiatives.
    • Explore new research & innovation opportunities by involving and bringing together new communities and attending relevant events.
    • Enhance the visibility and impact of the programme by disseminating the state-of the-art and particularly relevant research & innovation results at workshops, seminars, conferences and other public events.
    • Represent the Unit/Directorate/Directorate-General vis-à-vis other Commission services on issues of relevance to the work of the Unit/Directorate/Directorate-General in the area of Quantum Technologies.
  • INTERNAL COMMUNICATION (general)
    • Contribute to horizontal activities including knowledge-sharing and networking.
    • Support clustering of activities and dissemination of project results, in particular in the area of Quantum Technologies.
    • Ensure synergy between the area of Quantum Technologies and other research and policy across the Directorate-General and the Commission.
    • Under the supervision of an Official or Temporary Agent stimulate and co-ordinate cooperation with other Commission services (e.g. other DGs or Executive Agency in charge of the budget management) in the area of Quantum Technologies.
    • Contribute to the organisation of seminars, workshops, events or working groups in the area of Quantum Technologies.
