The European Commission has launched a Call for Evidence as part of its preparations for a new EU Quantum Strategy, expected in the third quarter of 2025. This initiative aims to reinforce Europe’s technological sovereignty, economic security and industrial leadership in quantum technologies (QT), including computing, communication, sensing and metrology.
Informed by key political milestones such as the 2023 European Declaration on Quantum Technologies and the Draghi report on EU competitiveness, the upcoming strategy will propose coordinated actions to scale up quantum research and development, support industrial deployment, and address skills shortages across Member States. By engaging stakeholders early in the process, the Commission seeks to ensure that the strategy is balanced, inclusive, and aligned with both economic and societal needs.
All interested parties – from academia, research institutions, and startups to large industry players and civil society – are invited to contribute via this Call for Evidence. Submissions will help shape measures such as the development of quantum infrastructure, investment mechanisms, education and training initiatives, and international partnerships.
Contributors have until 3 June 2025 to provide their input. This is a unique opportunity to influence how the EU supports quantum technologies in becoming a transformative force for European innovation, competitiveness and strategic autonomy.
