The Quantum Flagship has opened a public consultation on the first drafts of six Roadmaps that will become chapters of the updated Strategic Research and Industry Agenda (SRIA) for quantum technologies in Europe. Anyone with an interest in the field is invited to review the drafts and submit feedback until 16 August 2026, helping shape the final SRIA before it is published later this year.
As part of the ongoing update of the Strategic Research and Industry Agenda (SRIA), the Quantum Flagship has been working with expert editor groups from across Europe's quantum community to draft six new roadmaps. Once finalised, they will become chapters of the updated SRIA—the document that sets out Europe's shared vision and priorities for quantum technologies through to 2030 and beyond.
This public consultation is the opportunity for the wider community to help shape those chapters before they are finalised. Feedback received during the consultation will be reviewed by the editor groups and used to improve the roadmaps ahead of publication of the updated SRIA.

This roadmap sets the course for Europe to become a globally recognised hub for manufacturing quantum chips and other hardware building blocks by 2035. An ambition that isn't just about competitiveness, but also sovereignty and security, and that spans the full value chain — from fabrication to packaging, integration and qualification — to turn Europe's research strength into industrial capacity.
Europe's ambition is to close the gap between world-class research and real industrial capability in quantum computing. Rather than betting on one technology, the roadmap backs a diverse mix of hardware platforms — from atoms and ions to spins, photons and superconductors — while preparing Europe for the security and industrial challenges of the quantum computing era.
By 2035, Europe's ambition is to build the world's most advanced quantum communication infrastructure: the foundation for an open, multi-service network linking developers, users and industry across the continent, and paving the way to a European quantum internet. The roadmap sets out how Europe can build the secure, scalable and economically sustainable infrastructure needed to achieve that vision while strengthening its technological sovereignty and security.
This roadmap doesn't aim for Europe to control every layer of the quantum supply chain, but to become indispensable in the ones nobody else can easily replace — from cryogenic electronics and control ASICs to advanced packaging and photonic miniaturisation. A central ambition is to turn today's scattered national clusters, research institutes and specialist SMEs into a coordinated European industrial base by 2035.
Europe's ambition is to match its scientific leadership with an equally strong role in defining the standards that will underpin global quantum markets. Spanning quantum computing, communication, sensing, post-quantum cryptography and the future quantum internet, this roadmap sets out how common standards can reduce fragmentation, enable interoperability and accelerate the industrialisation of quantum technologies.
This roadmap aims to accelerate the industrial adoption of quantum sensing by turning Europe's scientific leadership into validated, field-ready technologies. It sets out how stronger industrial ecosystems, shared infrastructures and integrated value chains can help bring quantum sensors into real-world applications across sectors from healthcare and navigation to defense and environmental monitoring.
Together, these Roadmaps will become the core technology chapters of the updated SRIA, helping ensure it reflects the current needs, priorities and ambitions of Europe's quantum technologies ecosystem. Once adopted, they will help guide funding, policy and research priorities at both European and national level in the years ahead.
These roadmaps are working drafts, not final documents. Their content and structure may change significantly as a result of this consultation. Public feedback is an essential part of the process, helping ensure the final chapters are accurate, complete and genuinely representative of the priorities of Europe's quantum community.
Whether you review an entire roadmap or only the sections closest to your expertise, your comments can help improve the final SRIA before it is published.
The consultation is open to everyone with an interest in quantum technologies, including researchers, industry representatives, policymakers, students and members of the wider public. There is no expectation that you review every document in full. You are welcome to comment only on the roadmaps, chapters or sections most relevant to you.
Feedback is collected through a short online questionnaire for each roadmap.
We're looking to identify gaps, inaccuracies, inconsistencies or areas that would benefit from further clarification. You're welcome to comment on the overall structure of a roadmap or to copy and paste specific excerpts and provide detailed feedback. Responses can be submitted anonymously, and the questionnaires will not collect your name or email address unless you choose to provide it.
